REGIONAL UPGRADES OF SANITARY AND PHYTOSANITARY MEASURES FOR TRADE PROJECT

The Government of Mongolia with support from the Asian Development Bank (ADB) is implementing the “Regional Upgrades of Sanitary and Phytosanitary Measures for Trade” project to improve the sanitary and phytosanitary control, testing, and inspection systems. The Executing Agency is the Ministry of Finance (MoF) and Implementing Agencies are the Customs General Administration of Mongolia and the Veterinary and Animal Breeding Agency. Under the project, the MoF is seeking to recruit a qualified PCR & Economic/Financial Analysis Consultant as part of the project team.

The primary Objectives of the assignment is to complete the evaluation of the project according to the core criteria (relevance, effectiveness, efficiency and sustainability), identifying key lessons, and preparing recommendations for improving the development effectiveness of the project. The consultant is expected to support the project team in the collection and analysis of data on the progress made in attaining the project objectives indicated in the project design and monitoring framework; and assessing the development impact of the project and the performance of the Borrower, Executing Agency, and ADB. The consultant's responsibilities include preparing the financial and economic reassessment and evaluating the project's compliance with environmental safeguards.

Tasks and responsibilities /but not limited to these only/:

1. Review the PCR prepared by the EA/PIU, when available, and identify gaps in the adequacy and analysis of the information presented.

2. Collect necessary information to evaluate the project according to the core criteria, identifying key lessons, and preparing recommendations for improving the development effectiveness of the project.

3. Prepare financial and economic analysis of project inputs, outputs, and outcome focusing on the principal factors affecting performance. An evaluation is expected to include a recalculation at completion of the EIRR used at the appraisal stage, based on updated actual costs and benefits. The evaluation needs to be done in accordance with the ADB PCR preparation guidelines.

Qualifications and Experience:

1. A Master’s degree in economics, finance, research methods and other relevant disciplines.

2. At least 5 years of experience in economics, finance, project finance, or project management. Specific experience in economic and financial evaluation for ADB funded projects is highly preferred.

3. At least 5 years of extensive economic analysis and investment appraisal experiences.

4. Proficiency in written and verbal communications in English and Mongolian.

CONTRACT DURATION AND CONDITIONS: The assignment is expected to start in April 2026. The Consultant will be selected in accordance with the relevant regulations of the Government of Mongolia and the Asian Development Bank.
