This study analyzes labor productivity, capital productivity, and total factor productivity at the sectoral level. The findings show that productivity growth in Mongolia has declined in recent years, with substantial differences across sectors. A detailed analysis of productivity in the mining sector, which has the greatest impact on economic growth, shows that the policy and regulatory environment, together with infrastructure and development investment directed toward the sector, exerts the most important influence. In addition, a stochastic frontier analysis based on microdata from coal-exporting companies shows that technological efficiency has made the main contribution to productivity growth over time.
