Under JICA’s “Project for Capacity Development in Public-Private Partnership Management for Sound Fiscal Management,” a seminar entitled “Risk Allocation and Risk Mitigation Methodologies for Public-Private Partnership Projects” was held on 19 January 2026.
The seminar was attended by members of the Ministry of Finance’s working group responsible for public-private partnership matters. During the session, the project team introduced international good practices from the Philippines, including the Generic Preferred Risk Allocation Matrix (GPRAM) and the Risk Management Program (RMP), and conducted a comparative discussion based on the general risk classification framework currently applied in Mongolia.
Furthermore, the participants reached a mutual understanding to explore the development of a risk allocation matrix tailored to Mongolia’s specific conditions and to examine its potential application in project appraisal and evaluation processes.
Under the Project, preparatory work is underway to develop and publish the “Fiscal Risk Management Manual for PPP Projects” in 2026. The application of a unified methodology for identifying and allocating risks in PPP projects is expected to contribute to the establishment of a shared understanding among relevant stakeholders, the balanced management of fiscal risks, and the preservation of value for money in PPP project implementation.
