FINANCIAL MANAGEMENT SPECIALIST FOR THE PROJECT IMPLEMENTING UNIT

 

Loan 3709-MON: Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project

 

Position: Financial Management Specialist

The Ministry of Finance (MOF) is implementing the Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project financed by Asian Development Bank (ADB). MOF is now seeking to hire a Financial Management Specialist and is inviting qualified candidates to apply. The Financial Management Specialist shall be a full-time staff of the Project Implementation Unit (PIU) based in Ulaanbaatar, with a service duration of 29 person months and shall provide support to ensure the smooth implementation of the project and handle the PIU daily works.

 

Detailed Tasks

The main duties and responsibilities of the Financial Management Specialist will include the following tasks, but is expected to perform any other tasks in the areas of responsibilities as deemed necessary. The Incumbent will perform the assigned tasks under the direct supervision and guidance of the Project Coordinator.

  1. Ensure that all expenditures incurred under the project are properly recorded in the ledger and that all expenditures are properly authorized on the appropriate vouchers and accompanied by appropriate original receipts; report discrepancies to the Project Coordinator  and make corrections as required;
  2. Manage and coordinate all disbursement activities in consultation with the executing and implementing agencies and the MOF and in compliance with financial covenants of the loan agreement and ADB’s Loan Disbursement Handbook;
  3. Plan and manage disbursement activities including monitoring of the project fund utilization and timely disbursement of funds, preparation of withdrawal applications and related financial documents for ADB’s review, processing of payments to consultants and contractors, financial records keeping, and preparation of regular financial reports, arranging documents for annual audits in accordance with the project implementation schedule and the annual action plan, and in compliance with financial covenants of the loan agreement, ADB’s Loan Disbursement Handbook and the national accounting standards, rules and regulations;
  4. Assist the Project Coordinator  in maintaining an imprest account for the project on behalf of the executing and implementing agencies;
  5. Manage and coordinate the integrated financial management software and Assist the Project Coordinator in preparing annual budgets for the project;
  6. Prepare monthly financial reports, and petty cash and bank accounts reconciliation reports for the project and comply with the project reporting requirements;
  7. Prepare quarterly financial reports on the project funds utilization and disbursement status to be included in the project quarterly progress reports;
  8. Ensure timely processing of payments to consultants and contractors and payment of bills and maintain complete records for future reference;
  9. Prepare and arrange annual and final audits of the detailed consolidated project financial statements and assist the Project Coordinator with the auditing.

 

Minimum Qualification Requirements:

 

  • Graduate degree in Financial Management, Accounting, Economics or related fields;
  • At least 7 years of professional experience;
  • At least 5 years of experience in working for international donor organizations, experience with ADB project shall serve as an advantage
  • Advanced level of English and professional level of Mongolian language proficiency (to be proven with relevant certificates (diplomas) and/or during the interview).

  1. Cover letter in English.
  2. Curriculum vitae in English (using ADB format for individual consultants);
  3. Copies of diploma(s) and certificate(s) in the language originally issued and its translation into English
  4. Copy of national citizenship ID;
  5. At least three (3) reference or recommendation letters from current and/or previous employer with its English translation.
