The Ministry of Finance (MOF) is implementing the Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project financed by Asian Development Bank (ADB). The main purpose of the Project is to develop and enhance accountability and efficiency of public financial resource mobilization and management through improved information and communication technology, especially for tax administration and public investment management. The MOF now invites eligible individual consultants to express their interests in providing the Consulting Services for the Data Analyst for Public investment management information system (PIMIS) end-to-end software solution and systems integration consulting services.

The PIMIS design was developed by the team of consultants within the project work frame and consequently endorsed by the MOF, with an architectural solutions including nine sub-systems that are transparent, efficient and collaborative using modern technological advancement, aiming to increase investment efficiency, ensure coordination of investment projects, create an integrated performance monitoring system and optimize overall investment management in the country.

               The Consultant shall be be hired on a full-time basis by the MOF, with a service duration of up to twelve months with possible extension as described in the TOR and shall provide support to ensure the smooth implementation of the assigned tasks and responsibilities. The TOR with detailed objectives of the consulting assignment along with Scope of works, contract deliverables and required qualifications and skills can be obtained via the link provided on the Ministry of Finance website under  https://mof.gov.mn/article/transparency/project_budget_transparency/prj_bdgt_transp_consultancy    and also via the ADB Consultant Management System (CMS).

Selection Methodology: The consultant will be selected under the principles and general procedures of ADB Individual Consultants Selection methodology where the experience and qualifications are the main criteria of the consultant service.

All interested candidates shall submit their Expression of Interest (EOI) online via ADB CMS before  the deadline, 13 May, 2022 23:59 hours on CMS timing.

Required Documents to Submit online along EOI:

1. Cover letter in English;
2. CV in English (using ADB format for individual consultants);
3. Copies of diploma(s) and relevant certificate(s) in the language originally issued and its translation into English;
4. Relevant proof documentations if requested;
5. Copy of national citizenship ID;
6. Reference or recommendation letter(s) from current and/or previous employer with its English translation.
