1. The Government of Mongolia has received a loan from the Asian Development Bank (ADB) toward the cost of Strengthening ICT Systems for Efficient and Transparent Public Investment and Tax Administration Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for procurement of Provision of network connectivity at the office of the General Department of Taxation (GD-08) as stated in the procurement plan.

2. The Ministry of Finance (“the Purchaser”) now invites sealed bids from eligible Bidders for supply of  equipment (routers, media converter, jumper cable ,electricity cable, network cable,FDF, patch cable, 6U wall mount rack, fiber optic cable(air)(underground) RJ45 connector, Iron-on webbing  etc) for the aimags and district level.

3. Open Competitive Bidding, National Advertisement (Single-stage) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Eligibility

Eligibility for participation by Bidders in terms of nationality, conflict of interest, status as government-owned enterprise and sanctions either by ADB or other international development institutions.

  • The Bidder shall submit a bid security in the amount and currency of: MNT 52,962,000.00;
  • Contractual experience At least 3 (three) similar contracts successfully completed as the main Supplier within the last three years /2016, 2017 and 2018 /. Total value of the highest valued 3 (three) contracts shall be at least MNT 2,118,480,000.00. Nature and complexity of these contracts should be comparable to the subject contract.

        Financial Position    

  • The bidder's net worth over the most recent three years (calculated as total assets less total liabilities) should be positive. The bidder's profitability will be measured by pre-tax profits and total annual turnover over the recent three years. Higher positive pre-tax profits and turnover over the period indicate higher profitability of the bidder
  • Cash Flow Capacity. Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement which is at least MNT1,000,000,000.00. This should in appropriate cases also take into account the Bidder’s commitments for other contracts.
  • Litigation History: All pending claims, arbitration, or other litigation shall represent in total not more than 50 percent of the Bidder’s net worth  

        License for the supply of goods is required

Valid “A” and “B’ licenses required by the Communication Regulatory Commission Mongolia.

5. Interested eligible Bidders may obtain further information from the Project Implementation Unit (PIU) Strengthening ICT Systems for Efficient and Transparent Public Investment and Tax Administration Project and the Bidding Document, in the Mongolian language, may be purchased by interested Bidders on the submission of a written application to the address below:

6. Please note that Bidding Documents are issued in hard copies. Interested bidders that purchase a hard copy may also request a copy to be provided by Email. In the event of any inconsistency between the hard and soft copies, the hard copy will prevail.

  • All Bids must be accompanied by a Bid Security. Late bids shall be rejected.

8. Bids will be opened at 15:30 PM Ulaanbaatar time (GMT+8) on 31 January 2020 in the presence of Bidders representatives who choose to attend. 

9. The Ministry of Finance will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids

10. When comparing Bids, ADB’s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
