GD-05: Supply, install and warranty support for IT infrastructure for MTA offices

INVITATION FOR BIDS

1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Finance (“the Purchaser”) now invites sealed Bids from eligible Bidders for Supply, install and warranty support for IT infrastructure for MTA offices.

3. Open competitive bidding – National will be conducted in accordance with ADB’s Single-Stage: One-Envelope (1S1E) procedure and is open to all Bidders from eligible countries as described in the bidding document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Eligibility: A bidder, and all parties constituting the Bidder, shall have the nationality of an eligible member of country of ADB. In addition, a bidder shall comply with the condition stated in 4.2-4.4, 4.6, 4.7 of the instructions to Bidders.
• Average Annual Turnover (years of 2016, 2017, 2018): Minimum average annual turnover of MNT 15,000,000,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years.
• Contractual Experience (years of 2016, 2017, 2018):  One contract successfully completed as the main Supplier within the last three (3) years (2016, 2017, 2018). Value of contracts shall be at least 7,000,000,000.00 MNT. Nature and complexity of these contracts similar as related to IT infrastructure supply.
• Financial Position (years of 2016, 2017, 2018): Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements with audit report for the last three years.

• Litigation History: Pending litigation and arbitration criterion shall not apply.

5. • Pay a nonrefundable fee of MNT 50,000 (fifty thousand) bank transfer to:

• The document will be picked up from the above address given below. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below:

7. All Bids must be accompanied by a Bid Security. Late bids shall be rejected.

8. Bids will be opened at 10:30 AM Ulaanbaatar time (GMT+8) on 20 September 2019 in the presence of Bidders’ representatives who choose to attend

9. The Ministry of Finance will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.  When comparing Bids, domestic  preference scheme will not be applied.
