GD-03: Supply and install IT Infrastructure for Data Center & Disaster Recovery sites for MTA including Annual Technical Support and the training for technical staff at MTA

INVITATION FOR BIDS 

1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2. The Ministry of Finance (“the Purchaser”) invites sealed bids from eligible bidders for the Supply and install IT Infrastructure for Data Center & Disaster Recovery sites for MTA including Annual Technical Support and the training for technical staff at MTA.

3. Open Competitive Bidding (OCB) International will be conducted in accordance with ADB’s Single-Stage One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

• Eligibility: Eligibility for participation by Bidders in terms of nationality, conflict of interest, status as government-owned enterprise and sanctions either by ADB or other international development institutions.
• Average Annual Turnover (years of 2016, 2017, 2018): Minimum average annual turnover of $ 8,000,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 years.
• Contractual Experience (years of 2016, 2017, 2018): Successful completion as the main supplier within the last 3 (three) years, the combined value of $ 2,900,000 with nature, and complexity similar to the scope of supply.
• Financial Position (years of 2014, 2015, 2016, 2017, 2018): Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements for the last five years.
• Litigation History: Pending litigation and arbitration criterion shall not apply.

5. To purchase the Bidding Documents in English, eligible bidders should:

• write to the address above requesting the Bidding Documents for GD-03: Supply and install IT Infrastructure for Data Center & Disaster Recovery sites for MTA including Annual Technical Support and the training for technical staff at MTA.
• pay a nonrefundable fee of USD 100.00 or equivalent in MNT by cash or bank transfer to: Beneficiary Bank: State Treasury, Account number: 1009000011811, Account Name: Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project

• The document will be sent electronically by email. No liability will be accepted for loss or late delivery.

6. Please note that Bidding Documents are issued in hard copies. Interested Bidders that purchase a hard copy may also request a copy to be provided by Email. In the event of any inconsistency between the hard and soft copies, the hard copy will prevail.

• on or before the deadline: 11:00 AM Ulaanbaatar time (GMT+8) on 16 September 2019.
• Together with a Bid Security/ Bid-Securing Declarations as described in the Bidding Document.

8. Bids will be opened at 11:30 AM on 16 September 2019 in the presence of Bidders’ representatives who choose to attend.

9. When comparing Bids, domestic preference scheme will not be applied.
