1. The Government of Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of Strengthening ICT Systems for Efficient and Transparent Public Investment and Tax Administration Project, and it intends to apply part of the proceeds of this financing to payments under the under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Finance (“the Purchaser”) invites sealed bids from eligible Bidders for “Supply and installation of necessary IT equipment and security program licenses for Mongolian Tax Authority”, comprising of the following lots:
Lot 3: Supply and installation of perimeter security and access controls
Lot 4: Supply of MS Windows and MSSQL server license package
3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
4.1 Experience in and successful completion as the main supplier within the last 3 (2019, 2020, 2021) years, of at least 2 contracts totally valued at $253,440.00 for Lot 3 and $164,800.00 for Lot 4 for respective lots with nature, and complexity similar to the subject supply contract.
4.2 Should meet the following financial requirements, such as: size of operation with the minimum average annual turnover of $633,600.00 for Lot 3 and $412,000.00 for Lot 4 relevantly, calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 (2019, 2020, 2021) years.
4.3 The current soundness of the Bidder’s financial position for the last 3 (2019, 2020, 2021) years.

6. To purchase the Bidding Documents in English, eligible Bidders should
