1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Strengthening Information and Communication Technology Systems for Efficient and Transparent Public Investment and Tax Administration Project. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2. The Ministry of Finance (“the Purchaser”) now invites sealed Bids from eligible bidders for the Supply of Oracle (or similar approved) software licenses, including annual technical support and the training for technical staff at MTA.

3. Open competitive bidding - International will be conducted in accordance with ADB’s Single-Stage: One-Envelope (1S1E) procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Eligibility: A bidder, and all parties constituting the Bidder, shall have the nationality of an eligible member of country of ADB. In addition, a bidder shall comply with the condition stated in 4.2-4.4, 4.6, 4.7 of the instructions to Bidders.
  • Average Annual Turnover (years of 2017, 2018 and 2019): Lot 1 - Minimum average annual turnover of USD3,000,000.00, calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years /in 2017,2018 and 2019; Lot 2 - Minimum average annual turnover of USD345,000, calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years in 2017,2018 and 2019; Lot 3 - Minimum average annual turnover of USD80,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years in 2017, 2018 and 2019
  • Contractual Experience: At least 5 contracts successfully completed as the main Supplier within the last 5 years (2015, 2016, 2017, 2018 and 2019). Total aggregated value of these contracts shall be at least : Lot1: USD 1,970,000, Lot2: USD 274,897, Lot 3: USD 64,000. Nature and complexity of these contracts should be comparable to the subject contract.
  • Financial Position (years of 2017, 2018 and 2019): Submission of audited financial statements with audited report for the last 3 years to demonstrate the current soundness of the Bidder’s financial position.
  • Litigation History: Pending litigation and arbitration criterion shall not apply.

5. Interested eligible Bidders may obtain further information from Project Implementation Unit and the Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below:

6. Please note that Bidding Documents are issued in hard copies. Interested Bidders that purchase a hard copy may also request a copy to be provided by Email. In the event of any inconsistency between the hard and soft copies, the hard copy will prevail.

7.   • All Bids must be accompanied by a Bid Security. Late bids shall be rejected.

8. Bids will be opened at 11:30 AM Ulaanbaatar time (GMT+8) on 09 June 2020 in the presence of Bidders’ representatives who choose to attend.

9. When comparing Bids, ADB’s domestic preference scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
